Comelec Spokesman James Jimenez tackled the 2013 Mid-Year Elections which concerns every voter regarding the Open Election System. They are also trying to implement the Absenteeism and Internet Voting since there are miliions of OFWs (Overseas Filipino Workers) working in other countries worldwide but these will might be implemented in the next national elections in 2014.

- Representation for marginalized sector to prevent poverty
- Voice of urban and poor people
- Track record of assistance to target people
Political Agenda of Ang Guardia Alliance
- Security guards to receive salary based on laws (usually 12 hours of duty and receives under minimum wage)
- Proportion of hazard pay + loneliness pay
- Right training in accordance to R.A. 5457
Comelec makes party list accreditation more strict in implementing the rules and regulations governing the registration and accreditation of party list organizations for the May 2013 elections.
